Rivers State Governor, Sir Siminalayi Fubara, has revoked the ₦134 billion contract awarded to the China Civil Engineering Construction Corporation (CCECC) for the reconstruction of the State Secretariat Complex, describing the move as part of efforts to enforce accountability in public contracting.
The decision was reached on Thursday during the State Executive Council meeting held at Government House, Port Harcourt.
The contract, which was awarded during the period of emergency rule under former Governor Ibas, had attracted public scrutiny over its cost and execution timeline.
In announcing the revocation, the Council also directed CCECC to refund the ₦20 billion mobilisation fee it had received for the project.
Governor Fubara emphasised that his administration would not tolerate projects that fail to meet due process or deliver value for public funds, stressing that all contractors must demonstrate transparency and capacity in handling state projects.
Meanwhile, the Council approved the constitution of a six-member committee headed by the Deputy Governor, Prof. Ngozi Odu, to assess and recommend suitable sites for the establishment of Computer-Based Test (CBT) centres across the state. The initiative is aimed at facilitating the smooth conduct of external examinations such as WAEC, NECO, and JAMB.
Additionally, the state flood committee, also chaired by the Deputy Governor, was directed to intensify efforts in tackling the rising cases of flooding across various parts of the state.
The Council further appealed to residents to desist from indiscriminate dumping of refuse and blocking of drainage channels, which contribute significantly to the flooding menace.
Governor Fubara reiterated his administration’s resolve to ensure transparency, accountability, and people-centered governance in all aspects of state administration.
